Project History

In 2000, the Chancellor’s Office of the Oregon University System (OUS) and staff in the Oregon Department of Education (ODE) began initial work on a system to transfer information from K-12 schools to Oregon’s 17 community colleges and 7 public universities. The goal was to take a subset of the student high school performance data using the Oregon Student Record format, create a standardized transcript, and provide transcript information electronically to OUS universities. Unlike a traditional high school transcript, the electronic transcript could send proficiency data and other relevant elements from a student's education profile developed by ODE to colleges to create a more complete student record. This streamlined admission/placement process would provide a more accurate reflection of students' college preparation.

The integrated data system gained momentum in December 2002, when the State Board of Education established the requirement that all Oregon high school students must develop an education plan and build an education profile as part of the high school graduation requirements. The education plan outlines a student's education, career and life goals, and the learning and activities necessary to achieve these goals. The education profile documents the student's progress and achievement of
standards, graduation requirements, and other personal accomplishments identified in the student's education plan. (OAR 581-022-1120/1130).

The College Student Admission and Placement Profile (CSAPP) was then developed, which identifies data elements desired by higher education institutions reflective of a high school student’s plan and profile. Staff from the three education sectors (K-12, CCWD, and OUS) tested a proof of concept electronic record transfer prototype built on existing Oregon school district Student Information Systems (SIS) and the Oregon Student Record. In addition to staff from ODE, OUS, CCWD, other stakeholders in the data transfer process include university admissions offices, and IT managers for Education Services Districts (ESDs) across Oregon. On the post-secondary side, individual institutions have partnered with one another to facilitate transmittal of college transcripts on a one-to-one basis. A goal of this project is to provide coordination of these efforts in order to provide access to a statewide system to make it available to all public campuses, and improve the readiness for every institution to engage in this exchange process.
